1.5.1 upgrade or svn-populate-node... overwrites permissions

Why or why do the above upgrade scripts murder the apache2
file permissions on the repository database??

Surely they could look at the index files or whatever that they are
replacing and, if run as root, put the same user/group ownership
from the replaced files on the newly generated files??

Good thing that I have had a few hours to cool down.

Please fix those scripts for next time ....
