Don't escalate to dev@, please

Hi all.

This is just a friendly reminder not to escalate unanswered questions from the
users' list to the development list. We've been seeing a lot of these mails
lately, and although we're sorry you haven't found answer to your question,
resending to dev@ isn't the solution. The two lists have different charters,
and only rarely is it appropriate to migrate mail between the two.

Many of the developers lurk on the users' list, and will answer the questions
they can there. Moving to dev@ does not increase exposure, but simply adds to
the already high volume of mail on that list.
