What happened to David Anderson's "Proxy support for svn://" proposal?

Hello,

I read the "[PROPOSAL] Proxy support for svn://" thread by David Anderson
dated about three years back in the SVN Dev mailing list:

The last message by Greg Hudson in the thread said:

"The proposal you sent out was the proposal we discussed on IRC, and I
already approved it there (in the sense of not having any objections,
not in the sense of being excited about). So I think you can go ahead
and write the patch at this point. "

However, I could not find any traces of such a proxy implementation, and the
svnproxy daemon mentioned in David's proposal is not in the SVN releases
from version 1.4 on.

Could any SVN developers answer what happened to David's SVN proxy proposal?
