Is there any historical connection between them, or do they simply have
the same name? One is by Magnus Norddahl, in C, public domain, and the
other I didn't see Magnus credited anywhere on its site or mailing lists,
is GPL and written in C#.

Also, the clanlib URL isn't dead -- it has simply moved:
