I've used this feature at least since 1.4 (possibly even 1.3, don't
remember), however

  http://svnbook.red-bean.com/en/1.4/svn.ref.reposhooks.post-commit.html

claimed wrongly that the exit value and output are ignored. This has
since been corrected in

  http://svnbook.red-bean.com/nightly/en/svn.ref.reposhooks.post-commit.html

By the way, the TortoiseSVN client for Windows did not display the
stderr output from a serverside post-commit before TortoiseSVN 1.5.2.
