Upgrade to 1.5.1: Upgraded Repo Blocked with Unwriteable File

I haven't found a similar problem looking at the user archives since May.

I upgraded to subversion 1.5.1 on my Linux repo host as well as my
client host (compile of src release). Then, on each repos I executed:

  svnadmin upgrade

I'm using svn+ssh from my working host to a remote subversion host.

In my working directory, I did svn update.

After a change I tried svn commit and got the following error:

  Transmitting file data .svn: Commit failed (details follow):
  svn: While preparing '/usr/local/src/prog/README' for commit
  svn: Can't open file '/usr/local/svn/prog/db/txn-current-lock':
Permission denied

I get the same type of error when I try to commit from another working
directory from another repos.

I assume I'll get the same errors from all my 20 or so repos.

Any suggestions?
