Mixing recursive/non-recursive ignore props?

Is there a way to add an svn:prop such that part of the ignore list is
specific to the top-level folder and part is recursive? For instance, I'm
using the Aptana editor on Windows and I want the .settings and .project
meta files in the top folder to be ignored, but I also want Windows Thumb.db
meta files to be ignored recursively. Is that possible, and if so, how?
