Yes, I am mirroring my whole repository. I have discovered that the
user account which I was using does not have 'read' access to the whole
repo. I ran the svnsync again using an administrative user account
and it worked. I am now able to mirror my repository without error.

With this in mind, the information in "notes\svnsync.txt" may be
inaccurate. I'm talking about this section within the svnsync.txt file,
"Q: How does svnsync deal with parts of the master repository that I'm
not authorized to read?"
"A: svnsync will simply not copy parts of the repository that you
   cannot read ..."

If the documentation in the svnsync.txt file is correct, then perhaps it
could be clarified to explain why the error I experienced occured?

I have confirmed this same behavior using versions 1.4.6 and 1.5.1 of
svnsync.

Thank you for your suggested troubleshooting tips. I appreciate your
help.
