local repository is read only on Windows

I'm running Subversion server as preinstalled Leopard Server, with
authentication via Apache over https. A Windows user is having an
access issue that I don't know recognize. Several other Macintosh and
Linux users are not having this problem (though I know this is not
necessarily related to platform). The Windows user says:

> go to the file properties and uncheck the Read-only box if I want to
> save the file. How can I set it up so that the files are editable

He is using TortoiseSVN. He said he had the same issue when he hosted
his own repository on his own server (he only recently moved to mine).

Does anyone know how to fix this problem?
