MKACTIVITY error (403 Forbidden)

Dear sir,
I'm using svn version 1.4.5 and later.
My data is stored in a repository. We checked out and updated those data is OK, but after edit one file
in that folder and execute commit command. My svn server sent an error to me inform that:
"Commit failed(details follow):
Server sent unexpected return value(403 Foridden) in response to MKACTIVITY
request for '/svn /hrm/!svm/7403.... '
Please resovle for me.
