Register to obtain Windows binaries?

Hi,

I admit to being a nitpicker, but this bothers me. From what I can
tell, it seems that Windows binaries are now only available via

   http://www.collab.net/downloads/subversion/

in other words, after registering myself. I do not wish to register,
and (after waiting two weeks) my impression is that the so-called
tigris.org binaries won't appear again.

Is this intentional? Do I have to wait for CygWin?
