You can subscribe to the mail list announce_at_subversion.tigris.org.
That's not literally the same thing as the page you mention, but
practice is to post the same stuff in both places.

After the next upgrade to Tigris (not at the moment, though), you'll
be able to subscribe to an RSS feed for the ProjectNewsList page.
Next upgrade should be within a month (preliminaries are in-process
now).
