Killing svnserve (and rebooting our svn server) didn't help... Looks like something wrong on the nfs server.
So far, the most pertinent feedback I found was this one:

Following it, we will reboot our nfs server tomorrow, I'll keep you posted on the result of this move.

Ok I removed the uncommited transaction (svnadmin rmtnxs ...) but that
doesn't change anything.

I ran into a similar post but unfortunately there's no answers:

So if somebody has an explanation for that:
