Only the source distribution is made by the Subversion
"organization". All other packages are made by volunteer individuals.

For Windows, there are two packages: the zip and the setup.exe. The
zip comes first, and based on that, another volunteer makes the
setup.exe version. It looks like the volunteer hasn't gotten around
to making the setup.exe for Subversion 1.4.6 yet.
