Error - "Not Under Version Control"

We are trying to merge a branch into our root folder and getting the
message, "svn: Use --force to override this restriction

svn: 'PROD_CURRENT' is not under version control ".

 

The only thing we have changed in the last year since this root was
updated is that we went from SVN authentication to an Apache HTTP front
end. Not sure if that would pose this problem or not. Does anyone know
how to correct this issue?
