Difference between "Skipped" and "Skipped missing target:"

Hello
What is the difference in the messages "Skipped '<Filename>'" and "Skipped
missing target: '<Filename>'" ?

I did a large merge and I got both messages in my output, but I cannot
understand whats the difference..
