Thankyou for all the responses, unfortunately the work around suggested
isn't really feasible.

Is is possible make an ehancement or feature request for this?

I have never seen the '?' notation, nor is it mentioned in
http://svnbook.red-bean.com/en/1.4/svn.serverconfig.pathbasedauthz.html

My guess, then, is this rule is simply skipped, leaving read-only access
to all.
