Cannot commit - "a previous representation is currently being written by another process"

Hi,

One of our users cannot commit to two repositories because they get the
following error message:

"Cannot write to the prototype revision file of transaction '38-1'
because a previous representation is currently being written by another
process"

I can commit to the same repositories OK, but I'm logged in as a
different user. Is there a way to clear this pending transaction? The
repository isn't very big (44mb) so would a dump/reload help?

Both are FSFS repos running under Subversion 1.4.2 under Apache on
Windows 2000.

How can I fix this please?
