Thank you Erik, that information was sufficient for me to find the problem.

Fedora typically splits packages down into the library module and a
development module. For neon, I had the former installed but not the
latter. Installing the latter made Subversion build perfectly.

So it looks like it might need a minor tweak in the configure script as
it checked that neon was present but not that it was complete.
