Behavior like this is frequently a sign that the system user that is executing
the postcommit file doesn't have the same rights as a normal user. Since you
appear to be running Windows of some sort, does the postcommit batch reference
some networked resource (like a drive mount)? Did you make sure that the path
in force for the script (usually the system path) includes the Subversion
executables?
