Again, I UNINSTALLED 2.2 and INSTALLED 2 to make Apache and Subversion work
right. It broke again (Apache won't start) after REINSTALLING Tortoise.

Your assumption is wrong: Subversion (the official windows binaries)
simply don't work with apache 2.2, only with apache 2.0. It has nothing
to do with TSVN at all. Seems you just didn't test your apache setup
properly before installing TSVN and then assumed it was TSVN that
crippled this.
