While the official Collab.net Windows Subversion binaries are only
for Apache 2.0:

http://downloads.open.collab.net/collabnet-subversion.html

there are unofficial Subversion binaries for both Apache 2.0 and
Apache 2.2 provided by volunteers.

For Apache 2.0:

http://subversion.tigris.org/servlets/ProjectDocumentList?
folderID=91&expandFolder=91&folderID=74

For Apache 2.2:

http://subversion.tigris.org/servlets/ProjectDocumentList?
folderID=8100&expandFolder=8100&folderID=91
