When I looked into it, it appeared I had the right languages installed
and I still got the message.

I think it is something in the CollabNet build, probably something to
do with it being a static build. We are looking into it.

Like I said, this would not cause you any troubles unless you were
dealing with path names that contained UTF-8 characters. If they are
all normal ASCII characters you will not have a problem.

File content would not be affected by this, just the file names.
