It was permissions. The Subversion service (svnserve) was logging on as
'network service' which did not have 'full control' access to the repository
directory. I changed the logon of the svnserve service to a logon with full
control and it started working! I wish I knew what changed that caused
this, but it is a huge relief to have it working again.

On all commits I get the same error:
Error: Can't open file 'C:\svn\db\write-lock': Access is denied.
I can't figure out how to resolve this and I need to get some projects
committed.
I've been reading docs and trying things, but nothing has worked. I just
tried 'svnadmin recover...', but that didn't work either.
