svnadmin load stops with "Can't remove ... Directory not empty"

I'm trying to transfer a repository to a different machine with
dump/load, but reloading the file gets the following message after
getting partway through:

svnadmin: Can't remove 'mtsvn/db/transactions/5-1.txn': Directory not empty

This is very repeatable.

I see in the archives that there are many ways for svnadmin load to
fail...but I haven't seen this one.

Any help appreciated.
