Would I need to destroy the repository and create a new one? If it's
possible, I wouldn't have a problem doing that. I didn't add much to the
repository.

I'm not sure why you're seeing that. It's hard to guess without knowing
more about your setup. Off the top of my head, it sounds like you're
trying to add a file to the repository that is already in the
repository.

Using the command line, can you post the steps to recreate this problem?
Begin with "svnadmin create".
