TortoiseSVN connects directly to the Subversion repository, and does
not make use of ViewVC.

Since you seem to be having an exclusively ViewVC-related problem,
you should ask your question on the ViewVC users mailing list.

Actually, you may be having a more basic Apache-related problem, so
asking on an Apache-related forum or list might help too.
