So Is there some other means that I have to search for or are you aware of to sync rest of the repository.

As far as I know, svnsync does not sync the config and hooks
directories. You will have to transfer these from the master to the
slave by some other means.

I was going to point you to the svnsync documentation:

But then I noticed that the documentation does not appear to mention
this. Perhaps this could be added to the documentation.
