Can someone explain to me the role of svnserve and svnservice on Windows?

Hello,
 
I am running the cygwin distribution of svn on windows XP-Pro.
 
I tried running svnserve as a windows service, but was unable to start it. There was a related thread a few weeks back on this topic.
 
I am currently running svnserve as a daemon.
 
On the mailing list I saw a few references to svnservice, and I understood that svnservice will start the svnserve as a service. Am I correct?
 
I am hesitant to install svnservice because I am not a professional IT guy, and I would hate to cause grief and upset our IT personel by installing software that might cause problems on my machine (or the network).
 
I would be grateful if someone can tell me in a few more words what svnservice is about.
