Can't be the problem, though. Jan has good control of FTP sysc,
therefore would not have any trouble ignoring ".svn" subfolders, and
Jan would not be asking for the "--ignore-timestamp" option on svn
commit.

Sorry I meant `svn checkout $BRA/cgi`
and I agree that the problem should be how to get FTP sync to send
only the updated files, but Jan was asking how to get svn itself to
not ignore files which didn't get the timestamp or file length
changed.
