Verified. I am having the same issue with this particular repository. I have also never used svn, only http.....

Verify user(s) did not change it and/or have them change it and see if they still get the error. (That is, if you ever used svn,,,,)

    Thanks for the quick reply. No go. The svn apache access file has not changed. The user/groups have not changed in LDAP and the checkout was always done with tortise.

        The only time I got this error is when a user checked out with svn and tried to check in via http. We were in the process of changeover and had both running. If not, looks like a group or user permission error.

        We had Win2k3 with apache 2.0.55 and subversion 1.2.3
  
  We moved all the repositories to another w2k3 box with apache 2.0.59 and subversion 1.4.2
  
  We are getting errors when trying to commit to some(not all) of the repositories:
  
  Error: Commit failed (details follow):
  Error: MKACTIVITY of '/repos/projectname/!svn/act/31106b62-daf4-4c4d-82a6-7f61f2a539f5': 403 Forbidden (http://subversion)
  
  
  Apache error looks like this:

  I have tried upgrading tortise to 1.4.2 with no luck
