Yes, you do. APR and APR-UTIL are the Apache Portable Runtime (this has little to do with the webserver) and are an essential part in building subversion. In fact, it's apr that makes subversion run on so many platforms.

AFAIK, the svnserve binary is just a slim wrapper around the lib and thus no option to build without it has been included - I'm no dev though and my knowledge is mostly gathered from this list. You don't need to build mod_dav_svn and all the other apache stuff if you don't need it - there should be a configure flag for that already.
