Ignoring files and directory

If I'd like to have a directory with some files in it completely ignored when
I do a general svn commit or other command, where would I set svn:ignore? On
the project, on the directory, on both files, or elsewhere?

What would I set the value of that property to be...would it include the
name of the directory and the files, or just the directory (which would then
include all files within it)?
