Works perfectly fine for me. SVN 1.4.0 (r21228) native Win32 binaries,
WinXP (no Cygwin).

You're assuming that the Subversion client itself is faulty, and not
the particular build/environment you're using.

Can you try a non-Cygwin build, or even a more recent version of what
you're running?
