Apache permission issue

Dear Folks,

I got an Apache permission issue. After searching in archived email and
google, I learn something but still not clear about how to config unix
account/permission among root, apache account for svn. Looks like I need
some education from board:) thx for your patience and help first.

Apache is installed and lauched as root.
