a) The Subversion developers do not provide any Subversion binaries.
All the binaries you find on the download page are provided by
volunteers. It says that on the download page.

2) The problem is not Subversion, but the Apache Portable Runtime
(APR). The next release of APR 1.2 should contain the fix. Until
then, if you want it now, you'd have to check out APR from its
repository, build that, build Apache linked against that APR, and
build Subversion linked against that APR. Here's Garrett's message on
the topic (I think you have to remove "not" from his first sentence):
