Basically yes.

The binaries from the website (Windows and MacOSX) are built against svn
1.4.

If you build it from the source archive you can choose anything from subversion 1.2 up.

The note about beeing "based on subversion 1.2.x" means that svn 1.2 is
the minimum required subversion version you will need to build subcommander. It is using api calls which are only available since svn 1.2.

Correct, after acessing your working copy with a binary Subcommander 1.2.0
the svn 1.2 client will not work anymore on the same working copy.
