Clarification: the dump/load cycle is only required to take advantage of the new diff algorithm on *past* revisions (effectively compressing the repository). I believe that you would get the advantage on *future* revisions without the need for a dump/load cycle.

Is that correct?

(With the database backend, but not the filing system backend, I suspect you'd get an incrementally creeping advantage even on old revisions as the reverse deltas are recalculated anyway.)

Just install it (best to shut down svnserve or Apache while you're
doing it). The dump/load cycle is only required if you want to take
advantage of the new diff algorithm. This is in the release notes.
