Part of the point of a bounty is to *include* the design discussion
work, which actually wouldn't take that long if only someone could
focus on it and keep things moving. The burden of the design
discussion will fall mostly on the one person who drives it,
continually resummarizes it, resolves inconsistencies, etc.

This is not that hard a problem. Therefore, although everyone says
it's very important, I can only conclude that it's not *hugely*
important, or someone would be stepping forward to do this work (or to
pay for it).
