PROPFIND request failed for only one user on machine

I get the following message when I try to perform svn update

        PROPFIND request failed on '/svn/rca/rcaweb/trunk'
 
This used to work. I am running svn version 1.3.2 on my windows XP box.
The repository is on another box. If I logon to my machine as different
user, everything is fine. This was working several months ago.I first
tried to update using TortoiseSVN, I got a message that a newer version
of Tortoise was available, so I downloaded and installed TortoiseSVN
1.3.5.6804. When I tried to perform the update, I got the above error.
When I tried to update using SVN, I got the same error. I removed
tortoise and svn and reinstalled svn. I get the same problem. The other
odd thing, is that I am not prompted for a user name and password, even
if I blow away the auth directory in ApplicateData.
