apache User and Group directives with SVN

I have a svn repository owned by a developer group. I am starting
apache2 with root user and specifying a user in my developer group in
the User directive of httpd.conf. Yet, I'm still getting permissioned
area when committing and trying to write to the repos/db/transactions
directory. Is it not enough to specify a user in a group that has write
access? Do I have to explicitly set the Group directive for apache as
well? I'm not sure I really understand what it means to start apache
using a particular group.
