Yep, those apr versions should match, they aren't binary compatible. The
Subversion modules won't even load in apache 2.2 (I think, never tested it).

My guess is that the Windows binaries of 1.4 will still be built against
apache 2.0.x, as the support for apache 2.2 in Subversion was only finished
very recently.
