Yes, "svn switch --relocate" should work fine. If you really did what
you say you did, then I don't think the result you observed should
not be possible, so either may not have done what you think you did,
or you're verifying it the wrong way. Can you show us the exact
command you used to relocate the working copy, and the exact command
you used to then view the working copy's info?

What version of Subversion is this?
