Installation Question

This is pretty basic, but I wasn't able to find quite what I need in
the list archives (or at least nothing that I recognized as what I
need) so I put it out here with apologies if it has been covered
before.

I'm trying to get svn installed on RHEL 3 and, while I'm almost there,
I now can't get Apache to restart. I get the following error:

Cannot load /etc/httpd/modules/mod_dav_svn.so into server:
/usr/lib/libsvn_subr-1.so.0: undefined symbol: apr_file_mtime_set

Current specs:
RHEL 3 (as mentioned)
apache 2.0.46
subversion 1.3.1
neon 0.24.7
mod_dav_svn 1.3.1

I've installed everything via RPMs if that's relevant. I've looked
around for a later version of Apache (perhaps 2.0.55?) for RHEL 3, but
with no luck so far. I suspect this is a problem with either the
Apache version or the APR, but I'm not sure how to get it corrected.

Any better qualified insight into the problem or help with a solution
would be greatly appreciated.
