Looking for 2 buddies

Greetings,

Does anyone agree that these are bugs and willing to act as a buddy
so I can file issues?

Issue: Post-commit hook under Windows for svn >=1.3.0 will not
spawn a process. That is, svn client has to wait until hook completes.

Issue: When using svnserve authorization, read and write operations
are treated differently when case differences in the repository name exist.
