err... you've set up a virtual host where .jsp's are served by tomcat
and static files are served by apache, except you've accidentally made
this apply to the whole apache server, including the svn repo?

Its your httpd.conf I'd be suspicious about. I've got a very similar
setup and no problem with jsps.
