The note at the top of the Subversion URL you provided reads:
"Windows binaries - ATTENTION!: The mod_dav_svn binaries available
here are NOT compatible with Apache 2.2"
I don't know why that is but it could be the aforementioned APR
version mismatch.
Note also that Subversion does not supply official binaries for any
platform:

binary packages of the Subversion software. However, volunteers have
created binary packages for different distributions and platforms,
and as a convenience, we maintain a list of links to them here."
