Using Tortoise SVN I exlude files and folders during the commit process.
I usually right click on the root folder of my project and select
commit.
In the list of commitable files right click on the desired file or
folder and choose the add to ignore list (if I remember the name of the
menu entry correctly).
My experience is that you cannot add files to the ignore list which are
already commited. In that case I usually delete them and commit the
delete. After that you will be able to add them to the ignore list
again, once they are again in your folder (which is typical for temp
files or log files).

I would like to ignore a whole directory from any changes made by the
developers, we are using tortoisesvn on the checkout end and from what I
understood you could use the properties and svn:ignore to ensure that
the directory was left out. I have set svn:ignore to * and set recursive
but the changed files are still appearing when I commit. I think I am
probably misunderstanding the process here but would appreciate any
guidance.
