Other way around! :-)

$ svn help import | head -n 4
import: Commit an unversioned file or tree into the repository.
usage: import [PATH] URL

   Recursively commit a copy of PATH to URL.

PATH is the path of the directory you want to import. URL is the URL
of your repository. So you need:

$ svn import /svn/sb file:///code/sb -m "Initial import"
