Log Message Template

Is there any way to change the log message template when you run `svn ci'?

For example, at the moment you get:
>
> --This line, and those below, will be ignored--
> A file_added
> M file_changes

is it possible to change the wasy it start out to something like:
> Changes:
> Reason:
> etc...
> --This line, and those below, will be ignored--
> A file_added
> M file_changes
